BCC Briefs for February 7, 2023

At the Feb. 7, 2023, Board of County Commissioners meeting, the board took the following action on the regular agenda:

Administration – received and filed the updated Board Directive Reports, including in process and completed board directive items.

Airports – approved an amendment to a contract with The Morganti Group Inc. for $8,422,400 towards terminal roof improvements at the Palm Beach International Airport (PBI).

Approved an amendment to an agreement with AECOM Technical Services Inc. for $1,153,626 towards professional planning and design services for the Airports Capital Improvement program.

Approved a contract for $3,034,283 and a 196 calendar days with Ranger Construction Industries Inc. for the Miscellaneous Pavement Repairs project at PBI.

Approved an amendment to a contract with Suffolk Construction Company Inc. for $12,398,676 and 368 calendar days towards the Concourse B Expansion project at PBI.

Approved a contract for $2,684,458 and 330 calendar days with Alen Construction Group Inc. for repairs to short-term and long-term parking garages 2 and 3 at PBI, including cleaning and refinishing the exterior garage surfaces and adding new wayfinding and signage.

Approved a contract for the operation and maintenance of baggage handling systems at PBI with John Bean Technologies Corporation, not to exceed $4,417,698.

Criminal Justice Commission – received and filed an amendment to a grant agreement between the county and the Legal Aid Society of Palm Beach County for a one-year extension and an increase of $75,000, to support the continuation of the Community ID Card program.

Facilities Development & Operations – approved the request from the University of Florida to extend the due diligence period of the development and conveyance agreement for the future West Palm Beach campus by 90 days.

Environmental Resources Management – approved an amendment to a South Florida Water Management District conservation easement to release 2.73 acres of vacant land in the Loxahatchee Slough Natural Area; accepted the donation of approximately 14.12 acres of high-quality environmentally sensitive lands; authorized the conveyance of approximately 2.8 acres of land within the natural area to FPL for a permanent, non-exclusive Utility Easement Agreement; and approved a temporary construction easement and fencing agreement requiring FPL to install permanent fencing within 15 feet of the right of way for Beeline Highway.

Housing & Economic Development – approved the first amendment to the county’s State Housing Initiatives Partnership Program Local Housing Assistance Plan (LHAP) for fiscal years 2023 through 2025.

Approved a Community Development Block Grant of $512,118 to the Town of Lake Clarke Shores for the rehabilitation of sanitary sewer improvements in the Maralago Cay and Seminole Manor neighborhoods.

Approved $287,709 from the American Rescue Plan Act (ARPA) Response Replacement Fund to the Community Land Trust of Palm Beach County and the Treasure Coast towards the construction of three single-family homes in the North “E” Street Cottage Homes project.

Approved an allocation plan for a $8,768,012 HOME-ARP grant award.

Intergovernmental Affairs – approved the 2023 Federal Legislative Agenda.

Parks & Recreation – approved an amendment to the Infrastructure Surtax (IST) Project Plan and a funding agreement with the Indian Trail Improvement District for $3 million for the Acreage Community Park South Expansion project.

Retirement – recognized and thanked Dr. Alina Alonso for her years of service as Director of the Florida Department of Health - Palm Beach County.
